In
1992, the Inuit approed an agreement with the federal government of
Canada to create a homeland by diiding the Northwest Territories in
half in 1999. This created a new semi-autonomous region called
Nunaut Territory. In 1998 the federal government signed a treaty
with the Nisga'a tribe of British Columbia, marking the first time
in Canada's history that a tribe was given the right to govern
itself.
The proince of Québec also has historically claimed special status
within the federal system and has several times threatened to secede
from the union. In 1995, secession was put to a referendum. In the
end, oters decided by the smallest of margins (a majority of less
than one percent) to remain a part of Canada. It is expected that
another referendum will be held in the future.
In August 1998, Canada's supreme court ruled that Québec does not
have the right to secede on its own, and that the rest of Canada
would also have a oice if Québec oted to secede.
In the years following the 11 September 2001
terrorist attacks on the United States, the U.S. government launched
a War on Terror.

The government of Prime Minister Jean Chrétien
supported the United States. At first, most Canadians supported this decision.
In 2003, Paul Martin became leader of the Liberal Party; he replaced Chrétien as
prime minister in early 2004.
